Purchasing a silencer

I have a question I just purchased a silencer and it's being shipped to you guys it's telling me that it's in the beginning process second step is to fill out form three and then it's being shipped I'm kind of confused am I supposed to fill out the form three or is this something that I am to do when I come in to pick up the silencer or do I do it now
